Open Question: My Turtles Need a Better Home!?

I have two turtles ( Tom & Jerry ) that a neighbor gave to my family and I about a year ago.
I do not know their background , nor do i know their sex. My father keeps both of them in one tank thats barely filled with water, and one lonely stone. I just hate seeing them in there, and I want them to have a waaaay better place to live.
My question; Does anyone know of a place where I can put them, like a pond . . . The zoo can't take pets , so i want a place where they'll be happy. By the way. . . Does the humaine society "cage" animals , or do they let them play amongs eachother ? ... The only thing I want for these turtles in some sort of water like place ... OH AND I LIVE IN TORONTO CANANDA! thankss
